Gear from other zones

hi well i am leveling in Karsong Wilds and i picked up new gear but the gear i am wearing dose not bring up do you want to replace gear from other zones with the new gear

It's possible that the quest rewards in Krasarang are not better than what you are already wearing.
If I look up at wowhead quest reward plate armor from Krasarang I get a list of mostly itemlevel 399 pieces. And you already have itemlevel 399 gear.
If you are unsure you can clear the guide's stored information about items (whether you already denied equipping it or not) with a button in the extra features section of the guide options.

An addon I find useful is MoncaiCompare, it brings up the equip compare window when moving the mouse over an item or item link without the need to hold any key pressed. That way you directly see if an item is better when choosing a reward.
