I'm on step 218 of Howling Fjord guide. Accept quest 'My Daughter'. No quest not available. Please advise. Is there a prerequisite for this quest?

I do not see any current prerequisite stuff other than Alliance and level 10. Maybe try turning in other quests that are completed and then check to see if it's available.
