Revendreth quests issue

I have quests in my log that I picked up at some point. I'm level 60. It's my main. I used Main storyline to level.
The quests are "The Proper Tools" and "The Proper Souls". They show up with the eyeglass icon in the quest log which points to the Revendreth (Threads of Fate) guide. They are not there. I have even manually paged through the guide and they do not show up. The Zygor ui tells me that Revendreth (Threads of Fate) guide is 100% complete.
Where are these quests guides ?

Revendreth (Threads of Fate) step 41 accept and step 51 turn in.

Ah. for some reason my guide is jumping from step 37 to step 70. I can't seem to access the steps between those.

Hmm, those steps only show if you've completed the Re-Introductions quest which is what you get when you select to level with the Threads of Fate route when you first leave the Maw on an alt. I'm guessing you had picked them up before we did the polishing on the leveling guides. I'm not sure if you're able to do those quests at this point.

Okay. I dropped the 3 quests ("The Proper Punishment" is the 3rd one) and can get them from The Accuser at 71.76 40.40 in Revendreth (down the stairs). It actually shows up on my main map with an exclamation mark. So it seems to be a big quest.
Maybe being in Revendreth covenant makes a difference.
Looks like they need to be added back in to the guide.

Ah. It ties in somewhat with "Ember Court: Entertainment". As you need to have done the above quest line to be able to carry on with the Ember Court.
