Went to Chromie and picked legion guide. Finished suggested Rogue "Intro and Artifact" and then went to Azuna. From there went to Stormheim.
I finished Stormheim, and when done Zygor did not suggest anything at all.
I picked "Highmountain" as a new area and none of the Highmountain Quests are available at all. I skipped a few quests in Stormheim, (Spikefeather where it is suggested you would need help and all related to it). Ya it is not doable by a solo, not sure why Zygor would make it part of a leveling guide. There is no "help" as a solo player. I doubt if skipping a quest would make a Zone inaccessible anyway....
What is happening here? Also related is the Legion Cooking Guide wants you to do Highmountain.
