Talent Advisor - Reason for Ghost Wolf before hitting level 20?

I was looking up talent builds for leveling Shaman (enhancement) and haven't seen any recommendations to put 2 talents into Improved Ghost Wolf before level 20. However in Zygor Talent Advisor it recommends spending points on it at level 15, even though you don't get Ghost Wolf until level 20.
I am just curious if there is a reason for that, such as efficiency later on or what?

Part of the reason is so that you have it when you get the ability, the other part of the reason is because with the build you would need at least 1 extra point in the first 2 levels in order to unlock the 4th level of the tree. But while leveling that order won't make too much of a difference. The extra crit chance at low levels won't really be noticed (base chance not really raised yet with gear) so there's not much of a rush to get those Thundering Strikes points in there.
