If you have 'Auto-skip cutscenes' enabled under Automations, the guide will attempt to skip the cut scene watching the booms go off, which the game interprets as a vehicle escape resulting in an incomplete quest. I've attempted this twice removing the auto-skip for this quest was the the confirmed cause.
