Guide Stuck on 99%

so i'm leveling through the dragonflight expansion using the Full Zone ( Story+Side Quests ). I've completed three zones so far and only 1 zone has got 100% completion. The other two zones ( Intro & The Walking Shores and The Azure Span are both on 99% Completion ). Is this normal or is missing a step.

This is probably fine. Sometimes there will be a breadcrumb quest you can't do or maybe there was a travel step that didn't have a quest associated with it to be able to be marked as completed by quest ID. If you know you went thru the guide from start to finish without skipping steps then you can ignore the completion percentage.
