Amella in wrong place and does not have quest "Training Wings"

As the title states, I follow the guide Intro & The Waking Shores (Full Zone) guide. I get to step 246 where I need to speak with Amella. First she's not in the spot that is marked and second she does not have the quest "Training Wings". I ran this command: /run print(C_QuestLog.IsQuestFlaggedCompleted(70061)) and it was false.

What steps are missing for this quest?

Looks like patch 10.1.5 messed with it a little. There are 2 possibilities it seems. First, if you have the Whelpling Daycare questline (new 10.1.5 quests) then that can prevent her from showing and having the quest and once you get far enough along in that questline once it tells you to go to Valdrakken she should then show up with the quest. The other possibility is that you need to leave the area and fly in. The best way to do that is to go the Skytop Observatory and then fly into the Ruby Lifeshrine with your dragonriding to see if that triggers her and the quest.
