Valley of the four winds - The Swarm Begins

Not sure what is happening but the guide has me at step 4 wanting me to accept "The Swarm Begins" from Loon Mai. He has no such quest. He did give "The Hidden Master". I forward through the guide and ayt step 22 it says I am at the end of the guide.

I did run this guide last night and I sure thought I was at at least step 164 or 165.

I am very confused.
