The guide says go to 39,90 and talk to Lin Applebloom.

The problem I'm having is that the waypoint arrow is directing me to cross over a bridge and once across the bridge the the arrow directs me to return back across from where I started on the other side. The waypoint arrow keeps switching back and forth.

Before crossing over the water to reach Lin Applebloom the waypoint arrow changes to a hearthstone to go back to Paw'don Village

Sounds like the travel system is getting a little confused. Go to Paw'Don Village and leave it to the southwest toward where you did the first couple of quests there. Lin is on one of the small islands past that area.

Yes I found Lin. However the arrow was directing me to the bridge that leads to Paw'don Glade. It first directed me to approx. 45.59,85.80 (the NW side of bridge), then the arrow changed to direct me to 46.98,87.86 (the SE side). As a side note, the coords weren't showing on the way arrow. Then once on the SE side of the bridge the arrow changed to direct me to 39,90 and the coords were showing on the arrow again (39,90). While walking back to the NW side of the bridge somewhere close to the middle third of the bridge the arrow changes again to point to the SE side and the coords (39,90) disappear from the arrow, only the distance to the SE side show up. This was repeatable, even after logging off and back on again.
