is unluckily another example of blizz coordinates taken over blindly to give the impression of afinished product. you mught as well turm the guide off and just try your luck and hope to hit the rubble.

i found good tips in wowhead: when your are close, your 4 key shoots a beam to the location where the tablets will spawn after 3 or 4 seconds (so don't move away immediately).
forget the arrow. it will only frustrate you.
around 36-38,... you will have more chance.
and my own experience, you will very often get out of range. just keep moving then.
a very frustrating quest. one of many by the blizz boys.

The rubble has random spawn locations in that area. How would you like us to direct you to something that can't be determined. We send you to the area and then we give a tip about it. "Use your Shatter Rubble ability to shoot Piles of Rubble around this area. Just spam your 4 key, you don't have to target the rubble." Not much more we can do about that one.
