If you've done everything that I said and have done every single quest up to the Leesa Oh stuff and it's still not available then it's not a guide problem but Blizzard screwing with quests everywhere for Cataclysm.

Not sure on rallexb's specific challenge, but I ran into the same issue where the quests were not available. Backed up and followed cabby's suggestion.
Start: lvl 63, Cenarion rep. 1799/3000, Human, Warlock
Backed up to step 26 "warm welcome" -> 34, the 2nd and 3rd on step 35, 38,39,40,42,43,44.
At step 44 I lvl'd to 64 (shouldn't factor in), my rep was 127/6000 and the quests were now available (I checked after I turned in each quest up to 44).
