On part 53 and 45 of the Eastern Kingdoms guide 35-40 it says talk to Gringer in booty bay. Intern you cant talk to him because he is marked for pvp since he is the Horde flight master. Instead you have to talk to Kebok the Goblin right next the wind rider.
