Is the guide supposed to be sending you to Vashir after finishing Hyjal instead of to one of the Level 82 zones? If not, about what step should we continue?

The guide gives you the choice. If you want to do both areas and take in the full storyline and scenario follow the guide as it is written. Otherwise you can skip ahead to the Deepholm step:
