skipping quests problem again

lvl62 quest #47 the npc is yellow and will not give me the quest out land area.
the guide says i am to take the watcher quest and whats wrong with the centurion thicket quests. how can i remedy this any one????????

As stated many times thru-out these forums, the SIS isn't working properly for 60+ content. Also stated many times is that in the Outlands the guide has a tendency to skip reputation building quests that cause you to not be able to get quests.

For both of these reasons our response has always been the same thing, turn off the SIS. Go into Dynamic Progression section of options, empty all check boxes, adjust the slider all the way to the right. After you do that I'd suggest loading the 60-62 guide step 1 again and go thru to do any quests that might have been skipped.
