trouble with Vision of Ysera

Is it just me or is anyone else having trouble with this NCP? I need the NCP to start a quest but nowhere to be found....This is very frustrating!

Any help would be appreciated.

Okay,

Did the Sethira questline up to The Hatchery Must Burn, and Ysera had the quest.

I did not go through the Flame Gate.
To get this quest you must've awoken all the Ancients. The last quest at the Shrine of Aviana you need to complete is thus An Ancient Reborn (you don't have to go to the Hippogryph cavern).
You get a second chance to do the quest after doing the Rayne Feathersong quests.
Shes stands right behind Arch Druid Hamuul Runetotem
