Kalimdor guide skipping too much ahead

I had SIS turned on but what happens is on lvl 24 guide skipped everything and showed that i should grind to lvl 25 (about 27%) and then i just dinged lvl 28 did a few quests and guide skipped to step where i should grind for lvl 29 (i am on 7% of xp to lvl 29)
i am playing for alliance

This is probably due to some missing ding steps. We are working on this and should have this updated soon. Thanks for letting us know.

I'm also seeing dynamic progress skip ahead a lot. That's the whole point, I know, but I worry that I'm missing out on quest chains that would deliver solid gear upgrades. Is that taken into account?

No. The only thing taken into account with the sis is that you get max xp for your level.

Yeah, like Chaos said, gear is not taken into account with what the guide provides for us. That would be a much larger program working in the background, lagging us up to no end.
Keep in mind though, as you level by questing, the gear changes should be about ever 10 levels or so, if that much. Gear is just not as important in questing as it is in dungeons or raiding.
Just work the guide and all should be alright.
