Were you unable to get the quest from Aviana? Were showing it should be possible for Alliance to pick this quest up from either Aviana or Morthis.

If I remember it correctly I also used to get the quest from Morthis. But I may have been blind and did not see that Aviana also offers this quest.
With the next character I'll check the guides more carefully as there's not that much changes anymore.
