At step 15 it says to talk to a NPC in 51,34. But this is in Garagar, a Horde city... I'm playing alliance

Yes I asked myself if it was hided next to the city and get killed by the guard

Just skip it?

According to wowhead this quest is for both factions.
The NPC seems to be located west of Garadar, just look out for the patrol on wolves there and avoid them.

Yes, it's one of those "mummy" guys and he's not far from the entrance to Garadar. If you approach him from the opposite direction you should be fine but, as Cartman says, watch out for the guys on wolves

And one thing, if you have difficulties getting this quest you can even skip it. I never did this quest as I used another guide at the time I played my Alliance chars through Outlands and that quest was not included.

You need reputation which you don't have because you skipped the Orebor quests in Zangarmarsh.
There is a two quest chain you can do (something with the Oger plans). Afterwards you can go on there.
