The quest should still exist, please note that there are different versions, you linked to the obsolete, here's the current one for Horde which is used by the guide:

Oh okay, so is that dropped by the mobs? Because I killed 30 of them or so and nothing. :|

Yes, it's a mob drop. Normally it doesn't take too many to get it to drop so double check your bags.

According to the comments at wowhead the drop rate seems to be rather low, probably bugged. So before you kill dozens of mobs I'd suggest to just skip this and the one follow up quest "Never Again".

This should now have been fixed - it was explicitly mentioned in the latest patch notes.
