In step 17 it tells us to kill withered trolls to get Writhing Choker or Unliving choker and take the quest it offers. In step 18 it tell us to turn in kicking Nass and taking Manes, and the quest from the Choker, however at no point do you tell us to kill the 10 trolls kick nass and do the quest.
