What is the best way to utilize RAF 1-80? Is it still using a high level toon to plow thru instances? Was hoping Zygor had a guide for it but I am unable to find it. I tried using search but I am not finding anything so sorry if this has been posted before.

Leveling with RAF may require a lot of traveling as you outlevel the zones quickly.
Because you now need to unlock flight paths again you may find yourself running around most of the time.
So I think dungeons are the fastest way to level. If I remember correctly some guild mates got up to 3 levels in one dungeon with RAF.
If you own the dungeon and gear guide you can use this to go from one dungeon to the next.

It is possible that you can't get all quests if you have the minimum level to enter a dungeon.
