Step 46 - Talk to Kalec, kalec isn't where the arrow is directing, he isn't anywhere in that area at all.

yeah - I had the same issue as you. It turns out this is a chained quest. You have to go back quite a ways to get into the chain quest (unfortunately I don't know where the chain really picks up).

I'm actually finding this a lot now. I am leveling much quicker than the guide is moving or the quest chain. I find I am 5 or more levels above the quest chain or the guide, but can't really skip forward because the upcoming quests aren't yet "turned on" due to chained quests.

Kind of frustrating...

Take off all that heirloom gear so you don't level so much faster than the guides for now. Once the SIS is back working then it won't matter if you wear the heirloom gear.
