netherstorm 68-70 bug?

if you look on guides 5th step want 69 level .... when i first came to nethersorm guide ask me to skip guides i chose yes like normal do some quest and 5th step if NS 68-70 wants level 69 and i have only 16%

The guide should only have skipped you once you hit level 68 with 19 Bars in (95%). What level were you when it had you skip?
