    There is no NPC at the waypoint described.

    He is fighting a Captured Protectorate Vanguard. Killing him will unlock an escort quest If he is not here you will have to wait for him to respawn.
    The NPC is not always there, maybe someone is doing the escort quest. You see him fight there and after killing the opponent you will be able to accept the escort.
    If I remember this correctly this escort is a pain and you can skip it unless you want to do the loremaster.

      ok i skipped ahead then went back and the npc was there. And it was easy as cake at level 85...

        OK, at level 85 it is
        I tried it unsuccessful before WotLK with a Mage. Typical NPC walking ahead not fighting enemies you are fighting and running into new enemies so either you or he will die...
