I just tested with the Alliance version of the guide and there doesn't seem to be an issue with this part of the guide. At Skinning level 205 (which is what you are when we send you to Thousand Needles) I was able to skin both Scorpid Cliffcrawler's and Needlespine Cobra's in Thousand Needles.
