insane title

ok now im confused im on step 57 of the insane title and its telling me to not turn in the quest but to kill booty bay citizens everybody is green and i cannot attack anyone so what do i do now

Open your Factions list (U by default), scroll down and find Booty Bay. Click on Booty Bay. Tick the At War box.
