Path of glory quest not available

I was testing the guide on TBC beta and the guide tells you to get the quest Path of Glory in Honor Hold. It's not available to pick-up, the quest is just not there. Any idea why?

We do not guarantee any guide functionality on the beta servers. The guides we release are only for the live servers.

The guide still says to pick-up a quest that has pre-requirements which are not covered in the guide, beta or not.
