On step 129 of the Engineering 1-375 guide, it states to head to Wintersping and speak to Xizzer Fizzbolt to buy the Thorium Tube plans from him, however as of TBC he no longer sells the plan and instead you must head to Gadgetzan to speak to Buzzek Bracketswing at 52.34, 27.74 to learn the recipe
