Steps control bar is missing

I had the same issue, but only on 2 of my 9 characters..... I narrowed it down to something to do with the layout-cache.txt or layout-local.txt files in the characters WTF folder. If I replaced these files on the 'bad' character with the same files from a 'good' character, then it would fine
