    Don't know if this will apply to you but I found this comment on WoWHead that might be the reason.

    Note: If you have done your dailies for the day and are adding the Shadow Warden's after already recruiting the Druids of the Talon, you cannot get this quest till the day following your recruitment of the Shadow Warden's.

      This appears to be the issue. I have gone back today and the quest is now being offered. Maybe a note in the quest guide about it required.
